choking

Today my installation was critisized by an EI. 200a service upgrade. Ran a #4 to the water meter, sleeved it down the wall in emt @6ft, and choked it at 1 end. I was told both ends needed to be choked. Unfortunetly no pvc on the truck. But choking both ends is news to me. Is there a certain length that would require or not require this?

No certain length, its either a ferrous enclosure or not...

Just to be clear. Sticky's illustration is not what I had there. I simply had a 6ft piece of emt strapped to the wall not terminating into any enclosure (just a sleeve) Still choke both ends?
Yep, and for the same reason.
