choosing correct ppe

how would someone choose the PPE for 600a 480v panel? the panel needs to be turned off to install a 60a breaker for another piece of equipment. the equipment is older equipment with no labels.

One possible explanation is that there still may be energized capacitors on the load circuits, energizing the assumed-de-energized panel. And you'd need to voltmeter it first, before doing additional work.
 
If you know the fault current at that panel and clearing time for the protective device protecting that panel, you can use the tables in NFPA 70E. Otherwise, you need a study.

You need the proper PPE to test for de-energized since until it is tested dead, you have to assume it is live. You also need the proper PPE to remove the panel cover is this is being done prior to testing for dead.
