Christmas light show

I am currently pricing an estimate to provide the electrical infrastructure for a lighting company to install Christmas lighting in a local park. The lighting company has not provided any detailed information on load requirements. They asked how much load could they put on a 20 amp / 120 volt circuit and I told them 16 amps with a continuous load. They have requested 28 quad receptacle locations each supplied by two 20 amp circuits.
In calculating my load, are there any demand factors I need to figure for sizing the service, or do I assume 16 amps continuously for my calculation? I just am not familiar with the actual current draws for such lighting events and apparently 16 amps per circuit is the only information the lighting installers can provide. The EMC has 480v service nearby so I will be setting a couple of padmount transformers and panels.

Thank you in advance for your input.
