We service many street lights and ball park lights through out Arizona and we are running into customers that have asked us to bury the in ground J-boxes because of wire theft. I understand that they are to be accessable (article 314.29). Are there any other artilcles or installation instructions that I can refer to to elighten our customers? Or is it OK?

You have the right article. See exception.

Welcome to the Forum.

314.29 Boxes, Conduit Bodies, and Handhole Enclosures to Be Accessible.
Boxes, conduit bodies, and handhole enclosures shall be installed so that the wiring contained in them can be rendered accessible without removing any part of the building or, in underground circuits, without excavating sidewalks, paving, earth, or other substance that is to be used to establish the finished grade.
Exception: Listed boxes and handhole enclosures shall be permitted where covered by gravel, light aggregate, or noncohesive granulated soil if their location is effectively identified and accessible for excavation.

Easily identifieed can mean simply noted on a print or plot plan. Doesn't need to be a big neon arrow planted in the ground. It's pretty typical for Quazite/Christy boxes to get covered with mulch anyhow, particularly in island planting beds.

noncohesive granulated soil

noncohesive granulated soil

I assume the phrase, "noncohesive granulated soil" is understood by everyone to mean sand? When I first asked what that meant, I was surprised when told what it meant.

You can pull the wires out of the ground j boxes easier than thru the poles.

The key is tamper proof access.....which is usually only tamper resistant.

In extreme cases I'd tack weld the covers on and grind them off when troubleshooting every few years.

how exactly would you tack weld a concrete quazite box?

they make the tamper proof pentagon bolts for them

Heh heh....I was referring to the pole covers.

A five sided nut is not going to stop someone with the means to pull out a bunch of copper.

Put a rattle snake in the JB.
