Cir 1 Service Feeding Another Service

We had to add a 14/2 circuit off a single pole 277V breaker to feed a 200VA transfer that had a 277V input and 120V output. We then added a piece of 14/2 romex from output to coils of 240V straight delta contactors to pull in parking lot lights other day. These were 2 services side by side and totally independent. The 240V had NO GROUND. The 277/480V was typical 4 wire. Firstly, was this code compliant feeding a branch circuit to a transformer to pull in contactors on another service ? Any special rules extra that need to be followed doing this procedure (bonding etc..)

It would seem that 250.20(B) would allow the secondary to be ungrounded however you would still need to follow 250.30(B) as far as grounding the equipment.
