Circuit breaker handle padlockable

I don't have my code book on me but I was wondering if the padlockable handle lock meets the requirements for locking a circuit breaker (within sight ten feet away) instead of pull out or disconnect?

I believe you are referring to 110.25. What you show is a lockable means, yes.

Art 100 defines within sight as 50 FT.

If the circuit breaker has exposed adjustable settings, additional restricted access may be required by 240.6(C).

If the application we are talking about is for a motor or motor controller, these remote lockable disconnects are generally not allowed except in industrial installations (430.102).
 
Where permitted to have a lock attachment on a breaker in lieu of a local disconnecting means, if it can remain on the breaker when not in use (yours pictured likely is that way) then it is acceptable.

The type that just clamp onto the handle of the breaker are not acceptable for such situations. They still come in handy for when your safety policy requires lock out even if NEC doesn't require a locking attachment.
