Is something missing here? Maybe a C-channel that slips over the handles? After the factory-recommended handle ties were installed, the breakers don't really feel like they're operating as a team.

They would operate as a group, but there's no common trip. Unless the oomph of a single breaker tripping has enough oomph to shut off the other two as well. Especially if one of the breakers on the end trip-- would it have enough leverage to trip all 3??

Handle ties are only for simultaneous manual operation.
