Given a campground installation, having pedestal load centers, each having a 30 amp plug connected to the "A" line and a 30 Amp connected to the "B" line and seven pedestal in the total line, would I be better based on available amperage to protect the circuit with a single 100 two pole overcurrent device or single 70 amp overcurrent devices with handle ties? Each pedestal shares a common neutral and has #2 Alum wire serving the pedestals.

How are you protecting each 30a,120v branch outlet? What would you be protecting with the 100a or 70a breaker? From what I understand as to what you are describing if you are feeding (2) 120v homerun circuits (common neutral) with no line to line load then a (2) single pole breakers with a handle tie could be used.
