Somewhere, somehow in the construction work the cover for the circuit breaker panel got thrown out. Can one be made out of plexiglass? Does it have to be sheet-metal? And does it have to have a closing door on it? It’s in an unfinished ratty basement. Thanx.

I would say you need to do one of the following:
1.) Contact the panel mfg and see if you can get a new cover
2.) Find a used one from a "bone yard" someone might have
3.) Get a metal shop to make you one
4.) Buy a new panel, take the cover and use it, keep the "guts" and cabinet for future

metallic cover shouldn't be a problem, non metallic I think would need to be listed.

Metallic type 1 enclosure are not required to be listed, so presumably you could make your own.
