Circuit Breaker Panel Door

I am currently being hammered by a contract "Safety Specialist" regarding the doors being left open on circuit breaker panels. I agree it's not a good idea, but all this guy keeps saying is..."it's a violation", ok, of what, can't find an OSHA standard that it violates, checked NFPA 70E and couldn't find it. Did I miss it somewhere? Is it some violation of one of these standards, if so, can someone point me in the right direction?
 
He is definately talking about the door panel, there are no open knock-outs, or any other holes/openings in any of the panels.

Why not ask the "Safety Specialist?" Most would be happy to cite chapter and verse.
 
I don't see how this would be any type of violation. They make listed circuit breaker enclosures without doors entirely.

Agreed, I have installed may I-line panels that were designed without any doors at all.

Sounds like a safety guy with too much time on his hands.:)

Thank you for the replies. I did in fact ask him to cite the standard/code/local regulation, I was met with a sigh, head shaking, and a condescending "You're kidding, right?" as he walked away.

Ask the Safety Officer what the hazard is. He is off base.

Oh, boy. You'd almost rather have him say, "I made it up, and I make the rules, so just do it." You can get your head around that. But this guy sounds like he doesn't understand electrical safety (lots of folks don't) but thinks he does.

sounds to me like he thinks he is right but does not want to do any reasearch to find anything to back up his opinion.
