circuit breaker panel

is a circuit breaker panel required to have a door covering the breakers, and if so, is it required to latch? I have several older panels in use, some do not have doors (they came this way new in the box years ago) and others have doors, but they do not latch. I can't find any code requiring them/

design of panel boards is not a code issue.

No door or latch required. They still make panels without doors today.

A cover/door may be necessary to maintain the environmental listing of a panel; i.e. 3R or 4X.
