Circuit breaker under sink

I recently moved into a new apartment, and while looking around noticed it has a circuit breaker under the kitchen sink (specifically for devices in the kitchen e.g. garbage disposal, fridge, etc.). Seems dangerous to me. Is it? Is it a code violation? Thanks!
 
Assuming they are branch circuit protective devices the installation would be in violation of the work and equipment space rules found in 110.26.
 
Thanks all for the info. I was actually suspecting that setting up a breaker box so near water was a code violation due to the risk of a short -- interesting to find out it's the open workspace issue.

Ptonsparky, point taken about the changing codes. No idea when it was installed, not even sure how I could find out. I have no plans to work on the box, this was mostly an issue of general interest.
