Circuit Breakers

I have come across several circuit breaker panels lately, 40+ years old, where breakers have been change out over the years and there are now breakers in the same virtical line, which open and close in different directions. To me this is a very serious deficiency, but I cannot find a code which specifically prohibits this. Breakers are from the same manufacturer. Is there a code that prohibits breakers, in the same virtical line, from opening and closing in different directions (right/left)?

This sounds like an old bolt-on panel where the stab on the CB for the wire connection is the same as the stab for the bolt-on to the bus. The CB can be turned either way when installed. Either off to the left/on to the right or vice versa. Is this a code issue? I don't know. Sounds like a safety issue.
