But for the circuit to to not be switched wouldn't some modification of the wiring be required?In my experience normally not even a modification required. Occasionally some modification and very rarely new wiring or conduit

I agree.To me it sounds like the existing emergency egress lighting was fed from a separate circuit than the normal lighting in the space and they want you to circuit the new emergency egress lighting to the normal lighting circuit ahead of any local switching. If that is the case, you would need to modify the conduit and wiring.
