Circulating Pump

In a multi family dwelling load calculation would you classify a circulation pump as a appliance subject to .75% derating or classify it as a motor?

That's what I would assume also. Reason I was asking is I've had a inspector tell me you put it under applicances so was trying to figure that one out.
