Clarification of applicability Section 800.52(A)(2)

Please: I need the following clarification.

I. Section 800.52(A)(2)is title "Other Applications", which we interpret to mean an enclosure such as a cabinet, and we believe this section describes the guidelines for communications and data cables in an enclosure. Our conclusion was arrived at by reviewing the NEC document that outlines the changes from the 1996 version that are in the 1999 version, which states
..."the old paragraph(1) on (formerly) open conductors is now paragraph (2) retitled "other applications". The term "open conductors is undefined, and most common questions arise from uses in enclosure."

II. Exception No.1 Read as follows:
Where either(1)all of the conductors of the electric light, power, Class 1, non-power-limited fire alarm, and medium power network-powered broadband communications circuits are in a raceway or metal-sheathed, metal-clad, nonmetallic-sheathed, Type AC, or Type UF cables, or (2) all of the conductors of communications circuits are encased in raceway.

Is the intent of the NEC that all those conductors (electric light, power, Class 1, non-power-limited fire alarm, and medium power network-powered broadband communication circuit) been all together in a raceway or in metal-sheathed, or in a metal-clad or in a nonmetallic-sheathed or type AC, or type UF cables?

No.

800.52 (A)(1) would allow combinations of Class 1, Class 2 and Class 3 to occupy a box, raceway or cable if the conditions of (a),(b)and(c) with exceptions are met.

Per 800.52 (A)(1)Exception No. 1, electric light, power, Class 1, non-power-limited fire alarm, and medium power network-powered broadband communication circuit is only permitted to occupy a box, raceway or cable if they are separated from all other conductors by a barrier.

800.52 (A)(2) is separation in other than the above so, yes that would include a cabinet. They must be separated by 2 inches unless they are run within the cabinet in raceway or a cable per 800.52 (A)(2) Exception No.1 or separated by a non conductive barrier (800.52 (A)(2)Exception No. 2).
