Clarification on 250.66(A)(B)&(C)

Good afternoon!

I am in need of some further clarification regarding NEC 250.66(A)(B)&(C)..

Scenario: I have an in house transformer upstairs in a multi story building, each floor has electrical plate electrodes that are connected to a full sized electrode system, kind of like an interconnection grounding system.
Question: Do you size the grounding electrode conductor of 250.66(A), or does the interconnected systems fall under "extending on to other grounding electrode types"which then go to Table 250.66 based off the largest ungrounded conductor?

Would this be a multiple separately derived system per 250.30(A)(6)
A plate electrode goes in the dirt, I don't think that is what you are referring to. Do you mean a grounding bus bar?
