An electrician installed a Wye breaker with 5 wires (3 phases, neutral and ground) in a Hospital. From there ran the wires through raceway to the equipment. But since the equipment only requires 3 phases and ground he cut the Neutral wire and left it exposed in the raceway. I taped it up so it is not exposed and won't kill anyone and asked him to either remove the wire completely, reroute the exposed end of the wire to a terminal block (Not clear if this needs to have it's own junction box or if that can be in the raceway) or disconnect the wire at the source end from the Wye breaker and tape it off effectively making it an orphaned disconnected wire on both ends.

He chose the later. Does the now orphaned wire need to be identified or marked as an unused wire? Can I get a clarification on the earlier parts?

Believe it or not certain Radiology, MRI, Nuclear Medicine, .... manufactures want that and will give you a stupid reason as to why they want it.

He should have capped the wire at the least, as far as identifying it, a qualified person would know what it is.
