Clarification on 680.26

Often this ole boy has problems with Code language
Two such examples are in the '23 Code on 680.26 .
Clarification would be appreciated.
680.26(B)(1)(f) in discussing the perimeter bond states "Be installed only in perimeter surfaces not intended to have access to the swimmers" ????

and
680.26(B)(2)(d) Discussing interconnection of bonded portions of perimeter surfaces states listed splicing devices must be incorporated.
When the perimeter surface consists of rebar or mesh in the concrete is a listed device required to connect overlapping sections.

It is saying that where the perimeter surface does not have direct access to the swimmers you can use the single wire as the bonding method. Where there is direct access you need to use the copper grid or steel wire reinforcing mesh as the bonding method. There is no guidance as to how you have a perimeter surface that does not have direct access to the swimmers...maybe a railing or wall between the perimeter surface and the water??


Note that this is from TIA 23-9 with an effective date of 4/10/23. If you are using an early printing of a paper code book, you will not have this rule.
However, even though the NFPA issued this TIA, that does not mean it is legally enforceable in your area. The only thing that is legally enforceable is the code that was actually adopted in your area. If you code was adopted prior to 4/10/23, this TIA is not part of your code unless they went back and specifically adopted the TIA. Since there are only a few areas that adopted prior to 4/10/23, this TIA is valid in most areas that have adopted the 2023 code.
