Class 1 Circuit

I am having trouble with the lack of info in 725 concerning class 1 circuits. The contractor is installing single pair 16awg shielded for a 10 watt solenoid on a gas skid. This circuit is part of a safety system. The solenoid is 10 watts at 120v and 1000 feet from a power source protected by a 15 amp fuse. I have always seen this application done using 14 awg or larger. The contractor is claiming that 725 covers the application. What part of 725 says this application is acceptable?

Article 725 permits different wiring methods for different applications. Class 1 circuits (generally speaking) require a chapter 3 wiring method, because they are not limitted energy. Class 2 and class 3 circuits are limitted energy, and from a shock and fire standpoint are considered safe. Because of this, lesser wiring methods are allowed for class 2 and class 3 circuits. You have a 120 volt circuit, which is not power limitted. Chapter 3 wiring methods would be required.

Remember that the power limititations are inherent in the power supply.
