Class 1, Div. 1 Motor Termination

Class 1 Division 1 Group C,D Environment:

Am terminating flexible cable into Explosionproof
motor peckerheads.

I know that seal connectors are not always required when using conduit, but what about flexible cord?

Look at 501.5(D)(1) and 501.11(5). It appears that seals are required at the motor junction box.

I came to the same conclusion, but am still puzzled why if I would have used a conduit smaller than 2", I wouldn't have been required to use a seal? (501.5 A 1)

Any ideas?
