What do you think! We have wet well sewer grinder pumps for a large mobile home park.Utility installing pumps and control wiring want a 3" pvc conduit from wet well to control cabinet for control cables and then want conduit filled with duct seal at each end.I thank this installation is a code violation,should wet well be considered a class 1 division 1 area there for needing seal off at control cabinet.Our state dept of waste water ruled this is not a classified location there for no seal off at boundary is needed.Is this ruling correct?

I don't have the reference handy, but there is a separate NFPA document addressing wet well construction where they elaborate over the electrical installation. You could search this forum for reference I seem to recall this issue coming up. BTW that would be Class I, so as not to be confused with Class 1 flammable liquid classification that groups materials into different flash point groups.
