Class 1 Div 2 boundary seals

I have an explosion proof power panel located outdoors in a Class 1 Div 2 area, due to its location near a pump house. The conduits are sealed as they leave the box, then run outdoors ~ 150 feet into an MCC building. The Div 2 area extends about 20 feet past the box toward the MCC. Does Exception 4 to 501.15(B)(2) apply, such that a seal is not needed at the Div 2 boundary of the unclassified area? One of my associates felt that since the conduit eventually goes indoors at the MCC that item 2 of the exception would not apply. My opinion is that I can look at the segment of the conduit system as being entirely outdoors and the exception would apply.

Since the conduit enters the MCC building, it does not meet the requirements of exception 4 condition (2). Therefore, not allowed.
