If you are asking about a boundary seal, then any distance up to 10' is fine as long as there is no fitting between the boundary and the seal.

The condition is where the conduit enters the classified space through the floor and extends to devices above 18". Does the seal need to be within 18" vertically of where it enters or above 18"? One location is within an enclosed room and the other is at a storage tank located outdoors.
 
It still appears to me that this is a boundary seal and that the floor is the boundary.

A conduit seal shall be required in each conduit run leaving a Class I, Division 2 location. The sealing fitting shall be permitted to be installed on either side of the boundary within 3.05 m (10 ft) of the boundary ...
