With regards to 501.10(B)(1)(3), specifically, can PLTC cable only be used in Class 1 Division 2 wiring if the circuit is a Class 2 or 3 wiring as defined by Chapter 9 Table 11A/B or is PLTC cable allowed in the installation as long as it meets the requirements of PLTC cable?
 
That is what the language in the 2023 code says, but there was no technical substantiation for the change. In the 2020 code, you could use that cable for non-power limited Class 1 remote control circuits as covered by Part II of Article 725 in the 2020 code.
 
So, it was definitely added recently and that might be the reason there is still statements like the following:

"UL Listed Type PLTC is authorized for above usage grade Class I, Division 2 hazardous locations Compact design"

or phases like

"Suitable for use in hazardous locations"
