I am replacing fixture in a drop ceiling and the 0-10v controls are ran separately. I am almost certain the current connectors are not legal as they are just a plastic bushing that doesn't secure the cable at all. I tried finding a proper connector for this but can't find anything that is specifically for securing class 2 cables. Can just use something like a romex connector or something similar in this case?

For wet locations something like a gland type would be required.
That would be a design decision, not a requirement. Outdoor enclosures can simply have the cable looped down and up into a bottom opening. Biggest issue is keeping insects and vermin out. There is nothing that says that CL2 conductors and connections have to be kept dry but it's certainly a good idea if possible.

An outdoor box must have wet location connectors if in a wet location. It doesn't matter where you enter it.
