Class 2 device..UL listing Necessary?

I have a Class 2 circuit board switching 24 volt contacts. My inspector is telling me that all equipment needs to be Listed or Approved. He's referencing article 110.2.

I know a lot of people say that "Power Limited" devices don't need to be listed.
anyone have a Code article showing this?

Article 725.1 FPN shows some "differentiation" from Class 1 circuits etc but i don't see "equipment" there.

any help is appreciated.

i should clarify by saying that I have a UL listed 24v power supply powering a circuit board (in another/seperate) enclosure.

The enclosure and the circuit board are the equipment that he's balking on. there are no Class 1 circuits in this enclosure.

I'm hoping to find somewhere that "power limited" equipment doesnt need to be listed...
