Does 502.130(B)2 allow the use of a dust tight light fixture that is not specifically rated class 2 division 2 as long as it complies with 500.8 (D)2? or does 500.8 (B)1 require it to be listed for the location?

It is important to recognize identified is not limited to listed or labeled. See Section 500.8(A) Suitability and the definition of identified in Article 100.
I can see a bit of circular ambiguity in the 2008 NEC; however, the 2011 NEC reworded Section 501.130(B)(2) slightly. If you read it carefully, you will see that, in this particular context, a ?dusttight? enclosure is automatically identified for Class II, Division 2.
Of course, Section 410.6 still requires that the luminaire must be listed - just not specifically for Class II, Division 2. The remaining concern is that the fixture otherwise meets the temperature qualifications of Section 500.8(D)(2).
