Class 2 lighting mixed with lighting power

What code refrence allows AFC-MC with power and control wires to be mixed?
How I interpret art. 725 is if you remove the class 2 identification on the power supply and wire to chapter 3 wiring methods, then you are fine. Is this a correct interpretation?

The low power wires also need to be functionally related to the power wires they are run with.

Since the purple and grey are the 0-10v dimming control wires in the MC, that would make them functionally related.
I had an inspector say to me that if you reclassify class 2 wiring for class one then you have to remove all identification of class 2 as well as have over current protection for the reclassified class 1.
This is where I am confused. Could anyone enlighten me on this, please.
