Where in the code book does it state you can open air splice class 2 wiring.

It doesn't say it anywhere.
What 725.3 does tell us is that we only need to comply with the sections of Article 300 listed in (A) through (F). Since 300.15 is not among those referenced, we are allowed to make splices in Class 2 circuits without a box.
Remember, the NEC is a permissive document. If it doesn't say you can't do it, then you can.
It doesn't say it anywhere.
