Class 2 Wiring in Cass I, Div 2 Hazardous Location

In a Class I, Division 2 area, I often see #20 or #22 AWG twisted, shielded pair cable, installed inside conduit, supplying a 4-20 mA transmitter.

If this is fed from a class 2 power supply, does 725.154(D) require the cable to be PLTC? Or does this section only apply if the cable is installed in a cable tray? (I'm assuming that the wiring is not part of a nonincendive or intrinsically safe circuit.)

That appears to be exactly what the code says, but I don't see that in the field where the cables are installed in a raceway.
