Class 2 wiring in Underground conduit

2008 NEC Section 300.5 defines underground conduit as a wet location. Section 725 states that only parts of section 300 that are specifically mentioned apply. There is no reference to section 300.5 for class 2 wiring anywhere in 725. Does this mean that class 2 wiring going in underground conduit does not need to be rated for wet location? If it does need to be rated for wet location, please point me to the spec.
 
It appears that the code does not require the use of a cable that it suitable for wet locations for this application, but do you want the circuit to work for more than a year or two?
 
Thanks Don, point well taken. I just wish I could find wet rated communication cable that wasn't also direct burial.
