I am using CL2P 2 conductor 20 awg wire to enable and disable the ABB VFD and send a 0-10vdc signal to control the speed of the pump. However, the local electrical inspector has quoted me Article 100 and stated that I must use wire rated for 600 volts inside the enclosure because of the 600 volt rated THHN power wire, and I asked him to take a look at 725 that states you can use CL2P rated at 300 volts as long as you keep a .25 seperation from the 600 volt rated THHN inside the enclosure. However, after reading 725, he still seems convinced that we must find 600 volt rated CL2P or changed over to 600 volt THHN before entering the enclosure. I've been doing this since 1989 and need some guidance on how to proceed. Can someone offer me a solution?

I believe the requirement is that all insulation is rated to the highest voltage in use, not that all insulation voltage ratings must match.
