I get scrambled eggs for brains on that Chris. It took me forever to get tap rules down got that.... but this is so confusing to me. Thanks.

Have you looked at Tables 11(A) and 11(B) in the back of the NEC. These tables helped me understand the power source limitations for class 2 and 3 systems.

Does that mean that I can pull my HVAC control wiring in the same raceway as the branch circuit?

Yes that allowance was added in the 2002 NEC, then the allowance in the 2005 for Art 725. However, when you reclassify 2 to 1, keep in mind that a class 1 system must use a chapter 3 wiring method, IE RMC, EMT, etc.
