Class A fire alarm cable fire rating

Kinda of new to the industry but my question is this.

On the job I am on we have a situation were the spec requires fire rated wire for all return and circut risers for the class A fire alarm system speced for the building. The electrical contractor used none fire rated wire but is convinced that because the cable is in EMT that the EMT used gives it a 2 hour rating. In some cases the wireing is in 2hr walls. What are your thaughts, codes proveing or disproving their side?

The only time the national code requires survivability for circuits is if there is partial evacuation.
If the spec calls for it, then it doesn't matter if the code doesn't require it.
EMT does not offer a fire rating. You would have to use CI cable in EMT to get that rating.
