Can anyone tell me or point to a reference that discusses the classification of solar grade silicon dust.

Not at the moment. I can tell you the there is no Class II, Division 2, Group E. See Section 500.5(C)(3).
I would secure an MSDS for the product.

You need to secure an MSDS for the specific product. The manufacturer is legally required to provide one.
I did both a google and bing search on "silicon dust msds" and "silicon powder msds". Unless it is also in the presence of metal dusts/powders like aluminum it would appear to actually be Group F. (Often still nasty enough)
