Can I install a standard open fluorescent fixture 3 feet above a class 1 div 1 paint booth which is open on the top?

Since you classified a Class 1 Division 1 location you must comply with the articles set forth in 501.9(a 1 thur 4). It must be identified for the use.

In general, the area above an open-top paint booth is Division 2 rather than 1. See 2005 NEC, Section 516.3(C)(3). That being said a GP fixture is not acceptable. See 516.7(B).

i seem to recall that an open top spray booth is div 1 for 10 feet above the top of the booth.
