@ a wastewater plant where the water enters the first building in to a open vortex should 'nt the building be class 1 div 1 ? and this also should mean the whole building ?

My guess (with emphasis) would be yes, and yes... assuming this is municipal sewage wastewater and not some industrial process wastewater with no combustible content. There are also other details which could mitigate such classification.

Formal classification by experts should clarify that. It will depend what stage of the waste clarification is the effluent and if there are measures, such as adequate ventilation, to reduce the Classification.

Any time when one works in a Classified location, proper documentation and mapping of the Classification should be demanded.
 
See NFPA 820 this is the standard for this in the US. Could be Div 1 or 2 depending on the ventilation.
