Class1 Div boundraies?

I am looking for some advice. We have completed a job at a waste water treatment building that has a rating of class 1 div1 rating there is a light fixture which is piped out of classified building but before it leaves building it has a EY fitting just before it enters block wall and on exterior side of block wall there is a fixture which is mounted above a doorway. Engineer is stating that the fixture needs to be moved up 10 feet from all doors and windows on building. He is referring to a NFPA article 820. If anyone can shed any info on this item would be very much appreciated?

I would have prefered that the engineer cite a specific NFPA 820 Table, Row and Line but a 10' radius Division 2 envelope around an opening to a Division 1 location is fairly common throughout the document.

First, the luminaire may already be suitable for Division 2. See 501.130(B). Assuming it isn't, you may replace it with one that is. Moving it out of the Division 2 location will require an additional boundary seal.

Edit add: Has the electrical area classification around the door been properly documented as required by 500.4(A).
