classified locations

OK, here's the situation. The hospital has a decontamination area. There are showers that the waist water from wich goes into a 500 gallon tank located outside the building. There are two 120vac floats in the tank. Now, should this be concidered a class 1 Div 1 location (or any classified location for that matter) because no one knows what type of "stuff" will be washed into it? i.e. Gas or other flamable materials.

I can't imagine a case where there will be any where near enough product to get near the LEL, so I would say the area would not be classified.
