Cleaning out conduits

Came across a line in job specs. In reference to new conduit runs.."Blow through and swab after plaster is finished and dry, and before conductors are installed." Anyone seen this before? Anyone ever done this before?

The spec writer probably had a problem sometime in the past. Wild guess, but maybe the finish guys dropped a bunch of plaster in the boxes and conduits. Then the electrician may have had trouble installing wires, and charged the owner for an extra.
In other words, I would read this to mean "IF the conduits need cleaned, its your problem."

Again, that's just a wild guess.

Swabbing conduits is a very common spec, even where there is no plaster involved.
