Clearance above panel

A coworker wants to install some storage shelves above a row of disconnects and panels in our transmitter room (This is a TV station). What are the required clearances above these devices? Is this even permitted? Any input would be great.

Spaces about electrical equipment are given in 110.26 of the 2002 NEC. 110.26(A)(3)Height of Working Space."The work space shall be clear and extend from the grade, floor or platform to the height required by 110.26(E). In a nutshell, no, you can't put storage shelves there.

I don't think that there is any code rule to prevent the installation. If the disconnects were switchboards, panelboards, distribution boards, or motor control centers, then you could apply 110.26(F) and prohibit anything within 6' of the top of the equipment. They would have to be above 6'7" so as not to interfere with the work space required by 110.26(A).

If the panels are flush mounted the shelves would not infringe the dedicated space required in 110.26(F).The minimum headroom required above a panel is 6'6".

Don, 110.26(A) refers to equipment operating at 600 volts, nominal, or less to ground and likely to require examination, adjustment, servicing or maintenance while energized. Doesn't a disconnect fit this description? It also refers, for dimentions, to 110.26(A)(1),(2)and (3). I don't see anything in these articles that limits the requirements to switchboards, panelboards, distribution boards or motor control centers. I do see those listed in 110.26(F)for dedicated equipment space. What am I missing here? 110.26(A)(3)says work space shall be clear and extend from grade, floor or platform to the height required by 110.26(E). I have routinely seen installations of pipe, HVAC ductwork or storage shelving over a disconnect in a mechanical room get dinged for violating the clear working space article and never questioned it.

The required work space only extends to 2 meters or the top of the equipment which ever is higher. I said that the shelf could be installed above the disconnect as long as the bottom is at or above 2 meters. The dedicated electrial equipment space in 110.26(F) extends 6' above the equipment, but this section does not, in my opinion, apply to disconnects. The shelf directly above the disconenct and above 2 meters does not infringe on the required work space.
I see that the original question asks about both disconnects and panels. 110.26(F) does apply to panels and you can't install foreign items in the space within 6' of the top of the panel.

Thanks guys for the input. I have talked my coworker out of putting the shelves above the equipment. I never felt it was the greatest idea anyway, especially if something fell off and damaged something (or someone) below.
