What is the requirement for clearance around a combination 4160V service switch and starter for a 4160V compressor?:-?

They are both going to be located side by side in the same machine room as the compressor and other 480V machines and electrical equipement.

Also is there any special requirements for the 4160V service main like there is for a 480V service switch.

Is some kind of a fence required so there still is line of sight between the 4160V starter and the compressor.

It helps when you state your location when asking about requirements like that, I can only assume you are in France Mr. LePew.

Take a look at NEC Table 110.34(A). It give's the minimum depth of clear working space at electrical equipment for high voltage systems.
