Clearance between Light Poles and Gas Lines

Where would the Code address required clearances betweein underground gas lines and exterior lighting poles having an opening near ground level for electrical connections.

I don't think this is addressed at all in the NEC.
FWIW, the National Fuel Gas Code,at 3.1.1 states:
Underground gas piping shall be installed with sufficient clearance from any other underground structure to avoid contact therewith, to allow maintenance, and to protect against damage from proximity to other structures.
Also, gas piping subject to damage shall be installed with at least 18 in. of cover.

Gas Company says they want 6" clear to any structure so that they can install in sand bed.

Each utility has its own rules in addition to the NESC and whatever the gas utilities follow. If a gas and electric utility wish to random lay their cable and gas lines, they are permitted to do just that. Clearances from structures to gas lines follow the same logic. :D
