what is NEC code states for "clearance area to be" for feeder junction box that has spliced wires in the box. Feeder are for 250 Amps 3-Phase

Are you thinking of a requirement in 110.26? If so please read the first section.

If you could physically make the installation and the splices you have enough space. 110.26(A) workspace is not required for pull and splice boxes.
