Clearance for 4160V Switch, in Vault, with Remote Operator

Drawings call for a 4160V Vista switch in a new 8'x8' underground electrical vault.
The front of the switch will have 3' clearance to the precast vault wall.

We RFI'd with engineer about 110.34 clearances, and response was that the S&C Vista switches are designed to be remotely operated, and serviced only under de-energized conditions.
This is accurate as the vista switches have a controls enclosure that will be installed 5' above grade, with controls to open/trip/close breakers.

The vista switch itself has exposed phasing pins to test voltage and phase, but they are wired to CT's and so the actual voltage at these pins is between 0 and 2VAC.
We will need to use these pins to commission the switch, which is why I am concerned that 110.34 still applies, but with everything properly installed we are not exposed to anything over 2V.

Do you think the clearances are in violation?
