Clearance for Working Space NEC 110.26

Does the table 110.26A1 in Article 110 of the NEC apply to clearance in front of equipment (ie pool water heater with electronic controls) or is it specifically for service panels? I have two replacement heaters sitting on equipment pads, side by side, with a 12 inch clearance between the pads. The manufacturer recommends to follow NEC for clearance in front of the units. TIA!

The key is in these words

(A) Working Space. Working space for equipment operating at 600 volts, nominal, or less to ground and likely to require examination, adjustment, servicing, or maintenance while energized shall comply with the dimensions of 110.26(A)(1), (A)(2), and (A)(3) or as required or permitted elsewhere in this Code.

You can never be wrong if you install it with the 110.26(A) working space. If you are planning on an installation that does not have the 110.26(A) work space, I would always check with the AHJ on. How this section is enforced is all over the place.
