clearance from service drop conductors

Is there any restriction on distance from service drop conductors or riser ? A customer wants another riser within 12 inches of the house riser to serve a detached garage. There is only 12 inches of space to fasten another riser on that part of the house. Is this a POCO question ? Thank you
 
So you want to install another riser next to the existing service to provide an aerial feeder to the garage? I don't think that would be a problem but yeah, I would check with the POCO just to be sure.
