clearance in front of 480 V elevator controller

Having a dispute on this one: Two separte 480 V elevator control panels with dead front access only are in an elevator machine room. Is the clearance required in front of the panel 3 feet or 3.5 feet?

As Don is suggesting, what condition for Table 110.26(A)(1) would you consider for your room. If there are no exposed live parts or grounded parts on the other side of the equipment, then 3'. If there are exposed live parts on one side and grounded parts on the other, then 3.5'. Exposed live parts on both require 4'.

And keep in mind that a concrete wall opposite the panel would meet the definition of "grounded parts." So would many other types of walls. So would a great many other things. Bottom line: if there is anything across from the panel, it is probably grounded, so you will probably need at least 3.5 feet of clearance.
