Clearance to grade

Everything I read seems to allow this close-to-grade installation; however, it seems wrong. Insight would be appreciated.

Only in the mobile home article is a restriction on mounting height.
Washington has a height restriction in state rules

I can’t remember when and where I read it but thought enclosures were to be no less than a foot above grade.

To my knowledge there is no minimum height, just a maximum.

My concern with box that low beyond inconvenient to work on, is level of water penetration possible even with just NEMA 3 enclosure. Given picture shows that snow is likely in location, I've seen build of snow enough to cover enclosure around here and as thaw freeze cycles ice damming happens and flooding a NEMA 3. While height not specifically a code violation, there is a possibility of 312.2 being called.

I also know our local POCO has height requirements for their meter equipment.

110.28 may be debatable if water and contaminates got in, but that's it.

Aren't NEMA3 enclosures designed to drain? I would think that an enclosure designed for a driving rain would have little trouble with snow.
